Geolocate a cell tower by mobile network identifiers. MCC = Mobile Country Code, MNC = Mobile Network Code, LAC = Location Area Code, cell_id = Cell ID. Returns lat/lon, range, samples, radio type (GSM/UMTS/LTE).
